Peres, in recent years, felt "entitled", so he felt anger towards people campaigning against him. An amazing example is Dalia Itzik, who was Peres' poodle for years and even put drops in his eyes regularly. When Peres campaigned for President 3 years ago he feared that Itzik, who was then popular as Speaker of the Knesset, might want to become candidate for the presidency, so he would barely talked to her. (She didn't run, so perhaps they are on good terms again.) The idea that Peres will not pardon Katsav just because of a minor personal grudge is outrageous. Of course, this was not said by Peres, but by his "associates", who know him well. They may be too stupid to reveal such a thing, but Peres has, and always had, character issues.
