A conference is not realistic at this time. Rather, Israel should propose a peace agreement with Lebanon. There will be opposition from certain groups in Lebanon and of course Syria, and the Lebanese government would probably not have the courage to oppose these groups. But it doesn't hurt to try. A peace agreement is in the national interest of Lebanon, and a majority of Lebanese may be in favor. Israel could propose for instance that both Israel and Lebanon conduct referendums within a year which ask their respective populations whether they support a peace agreement. This would show who is truly for peace.
