The Syrians are making a mistake by waiting for a new US president. Bush wants to leave a legacy in his last year in office and so this would be a good time for them to approach him with something that he could support. Moreover, a new president will not be in a position to make any concessions to Syria until he or she gets established, and that could take several years.
