Obviously Abbas has lost all common sense. Foreign money represents 2/3 of the pal GDP or $4 billions a year. No more money means that Abbas will not be able to pay for his police and to feed his people. Maybe he thinks that the other donors will be willing to make up for the US share. Dream on. No one will finance the fatah if they align on the hamas. Furthermore, Abbas has no legitimacy to make this kind of decisions. He has not been elected through a proper democratic process and all surveys show how much both the fatah and the hamas are becoming unpopular with the pals.
