    1 "israel faces a real threat to its security from militant groups in gaza. the naval blockade was imposed as a legitimate secrity measure in order to prevent weapons from entering gaza by sea and its implimentation complied with international law." 2 the turkish ngo ihh, the leading organisers of the flotilla had for prime objective the breach of the legally imposed blockade on gaza. 3 the flotilla passengers had declared that they would "not obey by the decisions, warnings or demands of governments of countries in the region regarding this ship[mavi marmara]." 4. 40 hardcore ihh activists were in effective control of the mavi marmara. 5 it was foreseeable to the flotilla organisers and to the turkish government that an attempt to breach the blockade could be met by force. 6. "repeated messages were transmitted from the flotilla that they were sailing to gaza and that the israeli navy had no power to stop or order them to change course." 7 "for israel to maintain the blockade it had to be effective, so it must be enforced. that is a clear legal requirement for a blockade." hence, the attempt to breach the blockade was a violation of international law.
