Arafat did not stand down and make concessions to Israel, like the infamous "best offer" from Barak in 2000. He would not sell off the Palestinian's fundamental right to a secure state controlling its own borders and airspace, recognition of the 1948 exodus, and a chance to rebuild their livelihoods. (oh, and to all those who love to say that Arafat "is a terrorist", how about your own "peace loving" Yitzak Rabin or Shimon Peres?)
