The truth is that Israel and the U.S. are waiting for the Palestinians to be united with a mandate to bring to the negotiations. I believe this is the concern. Rice & Bush can't really proceed as a result. If Hamas is implicitly recognizing Israel, etc. then this should be good enough to at least begin talks. No one wants to look like they are capitulating. Hamas agreed to the Prisoners' Document, return to 1967 borders, etc. but they claim they don't "recognize" Israel because of they want refugees to return to their properties, etc. There is compromise on all issues. Everyone knows that the basis for resolving the conflict is U.N. resolution 242 & 338, which stipulate the facts. All parties, factions and religious-leaning individuals, on both sides, recognize this reality on the ground and must take courageous stance to pass this impasse.
