    There are important differences between the two types of communities. Most settlements are on state lands and did not displace anyone. Most of the Jewish population of the West Bank fit into this category. The outposts evolved without govt authorization and present distinct problems and challenges. The bottom line is... Israel has about 1.5 million Arabs living inside the green-line as citizens. Palestinian leaders assert that NO JEWS will be allowed to be members of their country! This is a human rigths violation and bigoted. If Palestine refuses any Jews as citizens then the majority of the Jewish settlements must be added to Israeli sovereignty. That is what negotiations about territory are all about. No one of good will would advocate expelling Muslim Palestinians from Israel! Reciprocally, no one of good will should contemplate a West Bank Palestinian state that is 100% empty of Jews. This acceptance of each other is the real test of peace.
