I lived in Canada as a landed immigrant for 13 years. As a permanent resident, non citizen, I had strict residency requirements to ensure I maintained "ties" to Canada. If I didn't spend 3 years, cumulatively, of the previous in Canada, I would loose my right of residence and be deported or excluded from entry. The U.S. has a similar policy for "green card" holders. These policies are to assure that people integrate into the society and don't simply get permanent residency and then exist on social security from their home countries. Are these policies "racist" too or only the same policies when applied by the Israeli government?
