Righty a nuclear Iran scares the hell out of Israel and Iran will use nukes to threaten Israel but the main reason they developed them were firstly because they want to be the rulers of the Gulf and shape the future direction it takes politically, create an islamic alliance led by Iran thats anti west ( have the arabs kick the US out of their countries ). There is also the fact Iran is scared of Saudi Arabia. The Saudis have the biggest air force in the entire Middle East ( bigger than Israel ) and they use the most advanced planes, Israel uses the perfectly capable F16 because it can be paid for with military aid. but the Saudi's are now making the newer and better Typhoon their main fighter. The Iranians are using MIG 25 or the Iranian reverse engineered F5 so Iran is no match for Saudi Arabia in the air. On the ground the Saudis use Abrams tanks whilst Iran is using T72 and Desert Storm proved that the T72 is no match for the Abrams. So Iran probably can't take on Saudi Arabia in a land war. At sea although Saudi Arabia doesn't operate any submarines which Iran does they do have a bigger and more advanced surface fleet than Iran so at sea Iran will have a hard time taking on Saudi Arabia. To cap it all there are thousands of American soldiers based in Saudi Arabia and the country protected by the US Fifth Fleet and based in Bahrain and their airbase in Qutar. So in a conventional war Iran doesn't stand a chance against Saudi Arabia and if they want to be kings of the Gulf then nothing short of a nuke will give them the political & military muscle they need. Israel has a war mindset because since the day it declared independence the arabs have constantly been picking fights and non of this has anything to do with the palestinians. When nobody likes you then you have to be ready for war 24/7 and be willing to fight them if you have to and not run.
