Hamas is commited to destroying Israel. Hamas use their social programs to build support for their connected goal of Jihad and declaring eternal war on the State of Israel, until it's death. Hamas' goal remains the total elimination of Israel through Violent Jihad. Their 'moderate' wing proposes--it be done in stages. Instead of playing fantasy that a solution can only be found where Hamas is involved, let's be honest:A peaceful solution can only be found WITHOUT Hamas. What we must do is find a way to make Hamas irrelevant. The PA must build social warfare, health and education infrastructure to replace Hamas ones.Take away their 'humanitarian' qualities and so expose them at their core as violent extremists opposed to a normal life for their people.Their support would die without their humanitarian wing, like a weed without roots. Hamas is married to Jihad-Jihad is more important to them then living a normal life.Witness Gaza-Better to let their people die then recognise Israel.
