The statement that "building in Jerusalem is like building in Tel Aviv" works both ways. Since East Jerusalem is occupied territory in international law, those who try to insist on its equivalence with Tel Aviv are implicitly raising the question of the legitimacy of Herzl's whole project for a "Jewish state".
