I don't think Israel wants a one-state solution because the Israeli-Arabs would multiply at a faster rate than Israelis and demographically this would give Israel an impossible situation. On the one hand, if Israel wants to be a democracy, they would have to let the Israeli-Arabs vote and eventually this would become fatal for the State of Israel. If they don't let them vote, then it would have to resign to being an apartheid state.
