    There was no legitimate consent to build and what was the evidence of legal land title? Whether the actual settlements remain is unknown. This did not happen in Gaza when the state of Israel relinquished both occupation and or claim to the land. But the matter is not yet known. Palestine could accept Jewish settlements within it, but on what terms? A choice of Israeli or Palestinian citizenship, continuing (and back rent) rent to landowners etc. It would be best if both states accepted Arab and Jewish minorities within them.
