It called for the State of Israel to withdraw from territory in the Triangle and to receive in return some of the areas of the West Bank where Jews have settled, leaving both populations there in place (i.e in their homes.) It is entirely legal for a state to decide to withdraw from/exchange territory with other parties. The questionable part was the bit about calling for residents of the areas to be transferred to the state of Palestine to become citizens of Palestine and for citizens to have to swear a loyalty oath in order to retain their citizenship. That's probably illegal.
