The civilian population in all its aspects including economic ones has to be protected but t h i s seems to be of secondary importance to Prime Minister Ehud Olmert. This is the consequence of the Deputy Minister?s Sneh reported non financial allocations / transfers for 2007 as he informs the media of the following contradictory figures:- a) Apparent maximal needs are ??. determined that it would require some NIS 1.4 billion to close the gaps in protection on the home front. Despite this, the request submitted to the prime minister and the finance minister, was trimmed to NIS 390 million?..? b) ??The treasury has announced that it is willing to allocate NIS 30 million for the purpose this year, and another NIS 33 million in 2008?.? Which Defense Ministry refused to accept . c) ??.A third of the year has already passed, and we have yet to receive a single shekel." d) As reported by the media:- ??.For four months now, Prime Minister Ehud Olmert has failed to respond to a request by Peretz to convene the security cabinet for a discussion of home front protection and the budget requires to address the problems involved?? Now we are faced with the situation of a Caretaker Finance Minister being looked for after the minister Hirschson took an agreed upon leave of absence for 3 months! - The persons named as possible fill ins - are i.a. Minister Meir Sheetrit who most probably cannot be appointed if the Attorney General has read the Yediot Aharonoth by Modecai Gilads? on Friday 27.4 ?suggested personal deals? and started an investigation, Haim Ramon is doing penance in ? public service?s work. ? Even if Minister of Justice Fridmann declared him ?legally acceptable for any job? without being the competent authority for such a declaration. An announcement of Haim Ramon as Minister of Finance is liable to end up in the High Court to determine his suitability! ? Remains a soul possible ?gape filler,? with necessary experience Vice Prime Minister Shimon Peres for such a job would be from the reservoir of Olmert. He could pass some institution like the Tirkel Committee versus an open case of Ramon. The Ramon case verdict is a very unusual an maybe even unique one and has not been tested in higher juridical echelons. CAN SUCH A NON REACTION BY THE PRIME MINISTER EHUD OLMERT BE ACCEPTED ESPECIALLY AFTER THE FIASCO IN THE LEBANON WAR CASE?
