its members of cabinet always rejected the Road Map and their constituents would be unhappy to give legitimacy for this Quartet proposal. So it's nothing really to do with the Palestinians, it's about looking tough and representing the people of Israel, even though logic states that if it's territory in dispute, then stop the development until borders are set. Build all you want when borders are set. Perhaps President Abbas has to override for now this precondition because the Likud-led government acts for its own internal right-consumption, not pragmatism!
