Scientists nowadays (if you are in a demand field) can move around the world to follow the salary and grant money. Israel is going to lose people when the EU money dries up and people have to go elsewhere if they want to continue working in their field. Higher salaries won't go to the young researchers, and Israel will lose most of them. Wait and see how many stay when there is little research in Israel and they are offered post-docs elsewhere.
