Obama can and most likely will use denial of veto in the Security Council. He can, and already has denied certain weapons to Israel. However, he cannot force Israel to do anything concrete. He cannot force any evacuations or even building in Jerusalem. Most importantly, Israel should refuse indirect talks. Such talks are a trap whereby the Palestinians are allowed to sit on the sidelines while the superpower imposes its will on Israel. Ehud Barak has warned Netanyahu to keep the strategic relationship with the US. That advice is good only as long as the other side is willing and has bare minimum of honesty. Barak should have thought long ago to find a way to be less dependent on the US. A country cannot survive if it is so dependent on another country.
