The U.S. and the Soviets managed many confrontations and waged several proxy wars without the conflicts escalating to a world ending nuclear conflict. A conflict over the fate of Soviet Jews could have been managed in the same way. German-Jewish Kissinger escaped the Holocaust by fleeing to the United States. If the United States and the rest of the world showed concerned and opened their borders, Soviet Jews could have been rescued without war. Kissinger’s statements were probably not a serious policy proposal but another of his many efforts to secure more power for himself by ingratiating himself to anti-Semitic President Nixon.
