I seem to remember Clinton signing a non-proliferation agreement with North Korea in 1994 and alot of good it did the world. We might as well sign with the Iranians who are equally capable of signing and then disregarding any agreement they sign with the west.Instead, Bush has decided to work with allies to stregnthen their programs as a counter weight to the enemie's nuke programs. It wasn't Bush who set back non-proliferation,it was the terrorists who forced the US back to the cold war arms race with the threat of a nuke in their hands.If not for the infamous Dr. Kahn of Pakistan who gleefully handed over(sold)nuke plans to outlaw countries and possibly even terrorist groups, we wouldn't be discussing this issue at all.
