Noura, are you suggesting that the equivalency of an Israeli attack on a not yet fueled nuclear reactor is to attack a fully fueled and operating Israeli nuclear reactor? If so I have a likely scenario for you. The attack will work, causing radiation to spill out and flow over Jordan and Saudi Arabia, and the Persian Gulf, polluting vast tracts ofARAB lad, and a small amount of Israeli land. Israel would then feel NO compunction at destroying any and ALL Arab reactors, active or not; legal or not. After all, Israel said it would not introduce nukes into the ME (ie be the first to use them) Of course, a terrorist or military would have to REACH it to attack it, and that, thank goodness, is highly unlikely.
