It is referring to a decision from January 2007!!! The IAEA has nothing solid on Iran thats why they have to refer back to 2007. Besides under the IAEA guide lines you are entitled to refuse any inspectors that you are not confident with. Mr Amano is obviously under pressure to come up with discriminating statements against Iran's Nuclear programme. What a pity for every body concerned.
