    As you can see from their own 1964 Charter on their own web site: "THE PALESTINIAN NATIONAL CHARTER" (Al-Mithaq Al-Kawmee Al-Philisteeni), Adopted in 1964 by the 1st Palestinian Conference Article 24: This Organization does not exercise any territorial sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip or in the Himmah Area. http://www.palestine-un.org/plo/pna_two.html Now, in 2000, when the Philistines started their self-destructive war of attrition, 98% of the Philistine population was living under Philistine rule- NOT Israeli rule. They also had a budget SURPLUS. Not only that, but they were on the verge of establishing a state in almost ALL of the land being NEGOTIATED- WITH Jerusalem as their capital. Not only that, but that state would have been Jew-free. The ethnic cleansing of ALL Jews in Judea, Samaria, and Gaza in 1929 and 1948 would have been accepted. But the Philistines started a war instead. That was their choice.
