Being Democrats (or the Senator from Aetna in Lieberman's case) doesn't make you all powerful. The UN is not subject to US Senate votes. You only get to ratify the Ambassador's appointment. Only the Executive gets a choice. That was true when Bush was President and is still true with Obama as President. You may be up for election in 2010, but Fayyad's plan isn't for then, it's for 2011.
