UNIFIL does not have a mandate from the UN Security Council that would allow it to stop the Lebanese Army from exercising its authority inside Lebanese territory. Indeed, Res 1701 says the exact opposite i,e, UNIFIL exists to ASSIST the Lebanese Army in the exercise of that authority south of the Litani River. UNIFIL and the IDF can therefore talk amongst themselves till they are blue in the face, but if the Lebanese Army wants to move into North Ghagar after the IDF withdraws then UNIFIL *must* step aside for them.
