While I am against the settlements and the denial of the Palestinians claim to East Jerusalem (looking at its history it was there long before the Jews so many through out the region have claim but the Jew's and the Palestinians have been the constant so they have the true equal claim) Ill agree he didnt play it too smart, Putting out a tender for the biggest house building program in the West Bank and East Jerusalem at a time when talks have only just started back up (that ended because of the settlement expansions) is only asking for drama.
