If Rav Kanievsky, Shlita, really rules this way, he would write it himself as a psak and not rely on some lobbyist to let people know. Also, I think, no single Torah authority has the binding ability to disqualify a Bet Din or other Rabbis. They can only give non-binding opinion which a Bet Din can use, or not, as a basis for their own decision.
