Any sane state would maintain nuclear weapons only as a deterrent. In Israel’s case, the deterrent is not like that of the US or Russia. They have a doctrine which does not rule out preemptive strikes, and also the Samson Option which would see Israel use its weapons even if defeated in a conventional war. This makes Israel much more dangerous, not only to its neighbours, but to the world. Also, it may be that Israel cannot even be trusted not to proliferate if the South African documents prove to be real, let alone maintain a sane deployment doctrine. A nuclear-armed Iran is a scary scenario, but maybe Israel's nuclear policies would change for the better if they did get the bomb.
