Ahavat Tzion, the love of zion, is indeed something that goes back, way back, in Jewish history and liturgy. But that was never uderstood politically until the rise Herzl and his advocating a homeland for the Jews. Before this, Jews had been settling in the Holy Land, but it was common belief that restoration of Israel would come about only with the advent of Messiah. Those Hasidim who do not accept the political State of Israel are no less lovers of Zion, whether you agree with their position or not.
