Under Mubarak's watch there were numerous bomb attacks along the Sinai coast. Thousands of African refugees and smugglers crossed the border of Israel without the Egyptians being able or willing to do anything about it. The tunnels to Gaza was a flowering business. Now we are told that this one incident, with a terrorist cell apparently being able to cross the border, is proof of a paradigmatic shift in the post-Mubarak era … that, of course, necessitates hundreds of millions extra to the already inflated security budget.
