I'm an open-minded modern Haredi person. And I am NOT his 'constituency' in that I did not vote for him. But he is the DEPUTY MAYOR OF JERUSALEM. As such, he is responsible to the entire city. And that does include me. A deputy mayor saying he does not need to apologize, for the residents of the city are not his constituency, is a sick and unworthy person. I detest the Haredi "we care only about ourselves and the rest may drop dead" mentality.
