The dress code at the Kotel is about modesty. I don't see where wearing a talit that covers ones flesh to be offensive. I don't see why a woman reading from the Torah is a problem. It can be done far enough from the mens section to avoid Kol Ishah concerns. So where exactly was this done? I think the Orthodox over-reacted. Observant: Most would call me Haredi.
