The reason for the charge was simple: Herzlia charges an entrance fee for the beaches to non-Herzlia residents, claiming this is to pay for maintaining the beaches and cleaning up the mess made by non-Herzlia residents. The Ra'anana municipality decided to do the same thing when hordes of Herzlia residents decided to picnic in the park and leave their messes for Ra'anana to clean up. In the long run, it's the Ra'anana taxpayers who will wind up paying to clean up the messes of others. Why is one fee fair (entrance to Herzlia beaches) while the other fee (entrance to the Ra'anana park) is considered unfair?
