One of the most interesting things about this piece is the notion that normality can be declared--that a country can officially say that it's free of its racist past. It seems peculiar to Germany that such a concept can be borne, although American apologists for the treatments of African Americans would like to see the same thing. Collective guilt for the treatment of minorities is best assuaged by working to minimalise the effects of that treatment.
