It's a problem. It was a problem way back at the end of the Ottoman empire (when Be'er Sheva was set up as a Bedouin city). It was a problem for the Brits - who forged Gaza City. It is a problem today. Nomadic groups simply cannot survive in a modern economy with all it's laws, registrations, borders, restrictions, social services, social medicine, social education. The Turks failed to settle the Bedouin. The Brits failed. Israel is failing. Might see a bit more success if the Bedouin are consulted and permitted to forge their own map of settling in one place. That's what I would want if I were a Bedouin....
