The deal is this: if Israel agrees to a 90 day freeze then the USA commits itself to continuing the automatic veto, and to continue to oppose the Goldstone report. The expectation is that 90 days will allow provisional borders to be agreed upon, at which point the issue of "settlement construction" become a moot point. But that is different to the offer of those F-35s, which won't get delivered unless there is a comprehensive peace treaty i.e. the incentive plan contains goodies that are intended to get Israel past the current bump in the road **AND** to encourage Israel to travel all the way past that to their destination. Don't conflate the two merely because they are contained in the one package.
