Ancient history is completely irrelevant here. Much of it is myth, anyway. All that matters is that under existing international law it is illegal for an occupying power to transfer or allow its population to move into the occupied territory. Whether or not the settlers moved to the OT of their own accord is irrelevant; their presence was permitted by the Israeli state, in violation of law. Moreover, in the years since, Israel has, in fact, actively encouraged Jewish settlement in OT. This is all clearly illegal.
