1(c) says that the crossing for persons (i.e. Rafah) and the crossing for goods (i.e. Erez) must both reopen withing 24 hrs. But note that 1(c) prohibits any restriction upon persons, but makes no equivalent prohibition on the restriction of goods i.e. Egypt is obliged to allow Gazans to enter/leave via Rafah, but Israel is under no obligation to ease the blockade via Erez.
