Egypt is trying to save face. The original charge against Grapel of spying for Israel has no evidence (and makes little sense in any case), so Egypt recently came up with the new charge of incitement. Being not too smart, Grapel may be guilty of this and might get some short prison term. Once this is done, Israel would be able to negotiate a release of a few MINOR criminals for him. Egyptians are fond of conspiracy theories, and it is better that the people there should know exactly that Grapel was not working for anybody other than his own foolish heart.
