The 2 threats to Israel, kassam fire at Sderot/Ashkelon and massive weapons smuggling, can be halted permanently by two tactics. First, the entire Northern "bulge" of Gaza constituting the main kassam launching pad (including Beit Hanun and Beit Lahiya) should be severed from Gaza, bulldozed flat, and turned into an empty and neutral DMZ (no settlers, nobody). Gaza population relocated south. Too bad, but they were warned. No return of this territory to Gaza except after 100% eradication of Hamas government, and under same terms Egypt got back Sinai. This is far less costly than going into Gaza City. Second, the sparsely populated strip North of Rafah should be reoccupied permanently to a width of 3-5 km all the way to the sea, forming the new fortified international border zone with Egypt. Egypt keeps the Gaza side of Rafah, merging it with Egyptian Rafah. Smuggling ends for good, since 3-5 km is far too wide for tunneling. Israel keeps zone permanently. NO Egypt-Gaza contact points.
