The parties have an obligation to resolve these longstanding legal and territorial issues. It's just one excuse after the next to avoid facing each other and making hard choices. There will never be an ideal climate but why should that effect the ability of the parties to conduct peace negotiations? Any final approval of the terms of a deal can and will be subject to security and other conditions but the continual delay serves no legitimate purpose. Kissinger said the only way for parties with seemingly insurmountable differences to resolve their conflict is for a strong third party to knock heads together. Will that be necessary?
