If the PA is serious about tackling this issue, it can institute a law that forbids Palestinian from subscribing to companies that do not pay license fees or taxes to the PA. Enforcing it is easy, simply have random check points to check peoples phones and confiscate those that subscribe to those companies and add a reasonable fine on top of it. As for area C towers, once the pressure from losing the Palestinian subscribers comes to bear, those companies will be willing to share their towers with their Palestinian counterparts (through mutual agreements of course).
