I'm not sure what the point of the demand itself is, but it's part of the negotiations which have officially begun. A "PRE-condition," refers to demands that a party insisted must be met BEFORE starting talks, so clearly, this is not one. Throwing around labels without regard for their actual meaning or referents is irresponsible and can be inflammatory (which is often the whole point of saying these things, so I guess this isn't news).
