If Israel recognizes that the that negotiations will be based on the 1967 borders and nothing else happens there will be no changes on the ground. Such a step is not a part of an eventual peace-deal, it is a way to facilitate such a deal. What you see as the first stage does not in fact lead to any changes at all. You might as well talk about an imaginary three (or any other arbitrary number) stage process in which the Palestinians are required to, for example, stop the terrorism. This is Palestinian and Israeli adherence to international law, meant to make a peace-deal possible. If no deal is made those actions will be meaningless as they will not have changed the status quo.
