No human beings have to burn in Portugal, Greece or Russia, just because there were huge wild fires there on a hot, dry summer. The same lamentations were uttered in all of these countries, and many more places around the globe: Australia, California, Italy. And they are all highly developed. Moreover, Israel is tiny, and the Carmel forest is tiny too. No need to predict that human beings are going to burn, just because forests burn. These things happen, and Israel was not well prepared to say the least. Next time, it will. Specially because now it knows well what missiles could bring on. Don't lose hope. Countries both in the Mediterranean rim and with a similar Mediterranean climate have had immensely larger fires, raging much more, and could cope with them, just like Israel will learn to do.
