They have no fuses, no explosives, no means of blowing off the hand of the child who picks it up years later. It is a little piece of metal than can do no harm once the rocket that contains it has exploded. On the other hand US made cluster bombs rushed to Israel to dump on Lebanon keep on blowing up everytime someone touches them. They are explosives designed for only one purpose. Massacres. And Hezbollah did not invade or attack Israel, they are not terrorists as your moron president insists - they are Lebanese people protecting themselves from the Israelis who keep invading the place. Any explanation why they do has never been forthcoming except Israel plays the victim better than anyone but the US.
