Israel doesn't want all of the West Bank and certainly not Areas A & B in the West Bank where over 95% of the Palestinians in the West Bank actually live. The security barrier is being constructed so as to separate the two hostile peoples as best as possible, but nothing is perfect and there will be some problems with it. Most of the Palestinians who fall on the Israeli side of the security barrier live in East Jerusalem and they have been given the opportunity to apply for Israeli citizenship, but few of them have taken advantage of that. The Palestinians on the Palestinian side of the fence are citizens of the PA and if they desire Israeli citizenship, then they will have to apply for it through normal channels like any other foreigner.
