The difference is that Hamas focuses its Jihad on Palestine first whereas the Islamic Brotherhood's Jihad is global from the outset. The Universal Declaration of Human Rights is UNGAR 217 and as such is nonbinding and unenforceable which is why most totalitarian regimes simply ignore it when it suits them. The UDHR is a standard to be aimed for, but not even Western democracies have been able achieve those ideals completely. "Do you believe that Israel has a territorial claim on the West Bank?"
