This shows the fallacy of the US idea of getting the two sides talking while the Quartet sits out the dance. The fact that Israel has failed to put forward proposals as requested is its loss, the PA ones must become the default ones, upon which final decisions are made. If the Quartet can't do that, it will have failed to rise to its international duty and should wind itself up. The PA will then be free to take their case to the UNGA and begin direct action to end the occupation.
